The UK and US have secured a significant commercial pact that will guarantee zero import taxes on British medicine shipments entering the American market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has agreed to increase funding on drugs through the National Health Service (NHS). This pledge secures that tariffs on these key exports will stay at nothing for a timeframe of 36 months.

This agreement comes after earlier statements to hike tariffs on patented drug products, with increases discussed reaching 100%.

"This arrangement between the UK strengthens the global environment for innovative medicines and brings long-overdue balance to U.S.–U.K. drug exports," a statement noted.

Commercial Importance

Pharmaceuticals are one of the Britain's largest export categories to the United States, which is easily the biggest buyer for major British pharmaceutical firms.

Statistics indicate that in the 12 months prior to last September, the UK sold pharmaceutical products totaling over eleven billion pounds to the US. This figure made up nearly one-fifth of British export trade in that span.

"This deal protects employment, stimulates capital expenditure and sets the stage for the UK to become a international leader for medical research," a government official stated.

Specific British Pledges

The pact includes several notable pledges from the UK:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it judges new medicines to be prohibitively costly by twenty-five percent.
  • Boosted Medicine Funding: There is a target to raise overall health service expenditure on treatments from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Refund Ceiling: The percentage drug companies must refund to the NHS to stay within budget will be restricted at 15%. In the past, rebates exceeded twenty percent.

Industry Background

This agreement comes amid a ongoing dispute between the drug companies and the British authorities over spending levels and NHS adoption.

The disagreement were exacerbated by claims that US consumers were charged a premium for the same drugs than patients in the UK and Europe.

Over the last 18 months, several major manufacturing plans in the UK have been paused or cancelled, while major expansions have been pledged toward US facilities.

One official stated that the NHS had to spend more on treatments, noting that its spending on drugs had decreased as a proportion of its overall budget over the previous ten-year period.
