The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Significant resources is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – probably imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a need that European nations are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from Washington follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.

Political Considerations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
