Sheff Wed Faces Major Issues, Declares New Football Authority

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's persistent issues represent a a "serious issue" and the independent regulator is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman David Kogan has announced.

Through a comprehensive talk, the regulator, who was named to the position this week, voiced concern towards the club's followers.

The chairman convened with four supporters' associations connected to the Championship side in recent days.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on five separate occasions, including in September.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the great brands for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and acted upon."

Financial Struggles and Ownership Situation

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in earlier this year caused limitations by the football authorities in summer, blocking the team from conducting any recruitment activities for the following recruitment periods, although those limitations were removed in late summer.

Authority's Position

The regulator explained: "Our role exists to serve the supporters of Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the team's plight, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the followers."

When asked if the oversight body could require an proprietor to divest a club if they are judged inappropriate, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the chairman emphasized that forcing owners to sell clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an individual club, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the owner's facing," Kogan said.

"In actuality, when you review the record of football, over the recent generations there have been some owners, few in number, but certain individuals who have acted carelessly in the way which they've been managing their clubs and ultimately don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been invested for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"As someone who appreciates the concern of undermining the division as a high-quality offering of this country. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a considerable comfort."

Ideological Links

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in the past.

The chairman provided financial support for government minister the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
